We will be in the Algarve and renting a car in Faro.
Currently, here in Canada, we have USB ports in our car to charge our iPhones.
What would we need in Portugal to charge our phones in rental cars?

Check with the car rental agencies to determine how their vehicles are equipped.
The vehicle we rented in Spain in 2022 only had European standard USB-C ports. After that trip (when my USB-2 cable was useless) I bought a USB-C cable for my iPhone. The vehicle I rented this year had both USB-2 and USB-C ports. Just to be certain, I’d get a USB-C cable. We had the same make and model vehicle on both trips.
There’s no absolute guarantee the car you get will have USB outlets, but they are very, very common and have been for years. Most likely your rental car will have one (or more). Some cars (older ones) may have the old, round DC outlets (some have both); if you want to cover your bases, you can get an inexpensive round DC-to-USB adapter, or simply bring a power bank (though they are heavy).
Don’t forget to bring a car mount for your phone - IME most rental cars will NOT come with one of those.
