Currently in Lisbon and having the hardest time finding fees less than 20% markup. Have been avoiding Euronet and others. Any advice? Thanks

90% other time we just tapped. We used the ATMs at banks to make two cash withdrawals of €100 and €200. The exchange rate was only about 2.5% over the best internet rate. When we got home we found out that our bank also charged a CAD$5 banking fee for each withdrawal. Good luck.
Look for Multibanco machines. There are many of them. A lot of the time they will be on the outside of banks but also in shopping malls, airports, train stations, etc. I’ve never know then to charge 20%. If you don’t have a CC without foreign exchange fees, your charges will be significantly increased.
As noted above, use a multibanco. These ATMs have an ”MB” on them. The symbol is shown on this link.

Do NOT accept the dynamic currency conversion in dollars.
I used MBs in Portugal and was charged no fees.
Terms are important. If you are seeing a "markup" and a percentage. then it is simple, you are not doing an ATM transaction, you are accepting DCC.
Most ATMs will charge a Fee, a flat charge, probably of several euros. True, you may not be able to avoid, but it should be in the range of under 5 euro (at least in my experience, in Spain, I encountered a 7 euro fee).
If you see anything that speaks of the cost in US Dollars, that is DCC.
We just returned from Portugal and we plotted out the Multibanco ATMs from our hotel room. It was only about 5 minutes walking from our hotel and there were many all over the city. Say No to the first screen with all of the conversion fees. The Multibanco ATM will then go to a second screen with a fee around $3.50. Say yes to this option. You should be able to withdraw up to $200 at a time. Our bank at home refunded us the ATM fee.

I’m glad you received the help you needed. I have a tip for future trips. If you have a debit card that refunds all ATM fees, you don’t have to stress about finding the right type of ATM. Charles Schwab is one of these and there may be others. I never pay an ATM fee worldwide.
Our experience with ATMs was pretty simple and easy.
We have Capital One debit card and we used Multibanco (avoid Euronet). No ATM fee was charged. We rejected the dynamic conversion and instead accepted local currency. Our bank did not charge any fee and ATM did not charge any fee.
