Any information on if it is possible to hire a driver for the day in Lagos to do sightseeing?
Do you just want to be driven around within Lagos or go sight seeing at surrounding towns?
I would suggest Bolt ride share to get around as needed. The fun of the Algarve is to take the time to walk around to explore the little towns or hike the terrain to see the natural beauty. Paying a private driver to sit around waiting for you would be expensive
Renting a car for a day or two is very affordable. Try Zest. The drive between towns are on nice easy to drive modern highways. And it is easy to park in the small towns so you can walk.

I was thinking of hiking the seven valley trail but don't know how to do that if we are staying in Lagos. Other than that, we could probably use rideshare or Uber to do short trips like to go horseback riding.
I just checked my Bolt app. A Bolt from Lagos to the Seven Valley Trail would cost about €25-30 and take about 40 minutes. The reverse trip would cost about €35-40. Keep in mind that when I checked the cost, the time is about midnight Portugal time right now. There may be more cars available and lower prices during the day.
If I were to rent a car from Zest in Lagos from 8am to 8pm tomorrow, the base price estimate is about €35-40. EDIT: interestingly, if I were rent the car for 3 days, starting tomorrow, the total rental price would be about the same! Car rental in Portugal during the low season is really cheap.
Car rental sounds very reasonable. I don't understand how the insurance works. The insurance that is built into the rental does not cover liability if you hit another car as far as I can tell.
