Hi there,
I have done Portugal several ways on several trips.

1) via trains.
Lisbon-Sintra -Lisbon
Lisbon-Coimbra - Porto - Porto airport

2) via rental car.
Other sites you mentioned.

Ok, staying
Lisbon; 3/4 days ( don't need a car)
Sintra: 1 day (don't need a car)
Belem: 1 day (don't need a car)
Porto: 2/3 days (don't need car once there)
Fatima: 1/2 day (there's parking areas)
Coimbra: 2 days (plenty of parking)
Obidos: 2 days (need to spend the night here, not sure of parking area)
Evora: 1/2 days (if you want to see the megaliths you'll need a rental car) parking areas

Hope this helps.
PM me if you need anything else.
Have a great adventure!

As you have 3 weeks I would stay longer in Lisbon than 3-4 nights. I would consider 5 nights, particularly if you want to daytrip to Sintra. We actually stayed 2 nights in Sintra and picked up the car there. Most people don't want to have a car for either Lisbon or Porto.

We liked the Alfama area to stay in Lisbon, but many people recommend Baixa Chiado area. We found apartments to be a better price than hotels.

If you are going to drive to Evora consider 2 nights there. It is a walled town and you will have to park your car in a parking lot outside the town. Obidos you also park outside of the town. The Alentejo area outside of Evora is worth a day to drive and see the small towns near by like Vila Vicosa.

Have you looked at the Rick Steves recommended itinerary? With 3 weeks you really have a lot of time to see the country.
