Planning a four day stopover in Lisbon and wondering if arriving on the afternoon of Portugal Day / June 10 would be a mistake. Would getting in from the airport and enjoying dinner be unreasonably difficult?

No worries. The trains and buses will be on weekend schedules, banks will be closed and maybe a few smaller shops closed. Pretty much everything else going on as normal.
June 12 is the São Antonio festival so lots going on in the Alfama neighborhood and a big parade. I wouldn’t stay in Alfama if you want to get any sleep. It’s the sardine festival with many opportunities to eat grilled sardines and drink a lot!
