You can take the train or bus from Porto to Lisbon. Then take the commuter train at Cais do Sodré to Oeiras. Neither bus nor train will take you to Cais do Sodré, though. If you take the train to Santa Apolónia station, it’s not that far and there is a metro at the train station with a one stop trip to Cais do Sodré.
