Portable Charger on Plane (Tap Air Portugal and Ryanair)

I am HOPING someone can help me out as I am stressing over every single detail of my trip! I am flying out in a few days and was hoping to bring my portable charger with me on board both of the above airlines. Is this allowed. It’s the charger that operates as a power bank when the charge runs out on your phone. If someone could help me out, it would be much appreciated.. in fact, I will pay it forward and do a kind act for a random stranger today. THANKS in advance!
