planning 3 weeks. does this plan work?

Love to hear peoples thoughts.

flying in and out of Lisbon
renting car for 10 days

drive to Sintra, Cascais, Tomar and drop car in Porto train back to Lisbon
1. stay 3 nights in Sintra, 2 days to explore the sites
2. stay 4 nights in Cascais, explore the coast and enjoy the sea
3. stay 3 nights in Tomar or Coimbra, see various sites on the drive
4. Stay 5 nights in Porto, enjoy the city
5. Stay 7 nights in Lisbon, enjoy the city

Does the car help my trip.
I really want to go to Cascais.
It just seems stretched out and not organized

This sounds like a good plan so long as your accommodations in Sintra and Cascais provide parking. Having the rental car will help to explore the coastal towns and Tomar. Sintra and Cascais are easily reached by train from Lisbon but it appears from your draft itinerary that you want to skip Lisbon until the end of the trip. There must have been a reason why you didn’t book flights into Portoand out of Lisbon. That’s what I would have done.
