I used Google maps to scope out the neighborhood I wanted to stay in. It will generally show the lodging symbol. If you hover over the symbol it gives a little more info, then if you click on it you can get a better idea of price and whether you can book through a site like booking.com. Using this method I found the apartment that I stayed in with my husband and son last March. It was a recently renovated apartment in Alfama (with a view of the river) for just under 100 euro/night. https://www.booking.com/hotel/pt/alfama-sobre-o-tejo.html. We loved the Alfama neighborhood and the apartment. It's a bit of a walk from the Baixa - Rossio Square area, but you can take the Metro from the Santa Apolonia train station.

try Flores de Alfama. It's an apartment which we just booked it for our upcoming trip. 340 Euros for 3 nights.... If you do book it and return from your trip before last week of August, let me know how it goes!

air bnb has lots of options in your price range for Lisbon.

Baixa is the most central area and you could walk to many sites quite easily. You may have more street and construction noise though. Lots of buildings have been renovated there but there are still lots left that are quite rundown or in the process of renovation.

Alfalma felt very unique and historic with its narrow and winding streets. Not quite as central.

The Barrio Alto is a bit quieter, feels a bit better maintained, has lots of nice restaurants. But you always need to walk up and down to the central area - or take the elevator :-)

If you are in the summer, make sure you have AC, especially if you are in a central location. Unless you are used to sleep with an open window and the noise of a rattling old street car coming by ...
