A few years ago we did a walking tour of Lisbon with Inside Lisbon tours. We enjoyed it. Lisbon is hilly so be prepared although at one point we did go uphill on a tram. There were about ten to twelve people in our walking tour. We also did a daytrip with them by van to Obidos, Nazare and Fatima. I think there were eight people on that tour.
Your Friend in Lisbon also does great walking tours.
Taste of Lisboa and Culinary Backstreets do very nice food tours.
I thought the Inside Lisbon walking tour (also listed in RS book) was excellent for an overview city walking tour. Although not a food tour it did include stops for pastry, wine and cheese plus other snacks at non-touristy spots. We learned some of the elevator shortcuts up hills and got helpful advice on other places we planned to visit.

My daughter and I enjoyed a free walking tour of the Alfama and the Mouraria neighborhoods (June 2019)
Alexandra, our tour guide, was very informative and enthusiastic about her beloved city. The tour lasted about 2.5 hours and it was a great introduction to Lisbon.
I found out about this tour at the TI office located at Praça do Comércio. The tour guides meet at this plaza under a large orange umbrella.
Keep in mind that donations are expected at the end of the tour as this is how the guides make their living.

I just returned from Portugal during which time I went on several free walking tours and they were all wonderful! In Lisbon, I did a free walking tour of the Alfama as well as one in which we took trolleys. We also did a free walking tour in Evora which was great. Just google free walking tours, read the reviews and decide which one you'd like to take. You simply tip accordingly. There are also many other walking tours, etc. through Airbnb Experiences which were great. Again, read the reviews! Sandy
