We have two nights in Lisbon and hotels are booked and the ones left are over 200 euros. Should we stay by the airport or out of town and train into city center? Not interested in hostels or apartments this trip.

Are you looking for a double room? Care to share dates? Have you tried searches through booking.com or Google Maps? The further you are from the city center, the more you'd want to be near a metro/subway station.

Any of the towns along the commuter train line to Cascais might work. Even though most are bedroom communities that might not have lots of hotels, Estoril and, especially Cascais, have a lot. But, bear in mind you will be taking the train each day to get into Lisbon.. You might also search in Carcavelos. It has a big beach so might also have hotels.
I would not suggest staying by the airport but the Oriente/Parque de Nações area would be close to the metro and might have something that works. It’s also just a few metro stops from the airport.
