Which transit card are you considering?
The answer depend on your transport needs while in, and around, Lisbon.
My daughter and I got a Viva viagem card , and we used it to travel to/from Sintra, to/from Cascais, and I believe we also used it on the tram to Belém.
While in Lisbon we mostly walked.
