I'm hoping to fly to Lisbon on Christmas Day and return to the US on New Year's Day. During this time frame, are places of interest open? Tours running regularly? Etc.

Pretty much everything will be closed Christmas and New Year’s Day, but open as usual the rest of the time you would be here. And, the Christmas lights and fairs will still be going on.
