My wife are taking a Christmas cruise from Lisbon to Miami and want to spend a few days in Lisbon first, but would like to be near the cruise ship terminals.

If you Google Lisbon cruise terminal you’ll find this: https://shorebee.com/en/portugal/lisbon/cruise-port. As you can see there is no one terminal so without knowing which one your ship will use, no way to advise regarding hotels. Having said that, no reason to stay near any cruise terminal. Read more about Lisbon, (get the Rick Steves Portugal book or borrow it from the library) where you want to stay, what you want to do. Taxis are plentiful and cheap and Uber works very well. You can stay centrally, enjoy the sights, the restaurants, and have your hotel arrange a taxi to the terminal when you need it (or use your Uber app). We sayed at the Hotel Lisboa Plaza. Centrally located, decent rooms, great breakfast.

Why not just find a hotel you like in an interesting part of Lisbon? On the day of embarkation just take a cab to the terminal.
