We stayed at Brown's Central Hotel when we were in Lisbon. It is centrally located and close to a subway station. It offers breakfast. We had dinner at. the restaurant on the premises which was excellent.

I stayed at Be Poet Baixa Hotel in the Baixa neighborhood. Great location. Very good breakfast. I can recommend it.

If you like a little more off the beaten path, look into 1869 Principe Real Hotel. We have visited Lisbon 4 times and usually do an AirBnB, but loved our couple of nights here.
