Lisbon EES: Not Ready For Prime Time

I waited for over three hours today, in between getting off the plane past immigration and into the airport proper. It was pretty bad.

The EES machines don’t seem to work at all. A lot of them were open to the Windows OS screen instead of whatever software it is that runs EES. My EES machine experience was that the program hung when it tried to take my photo, then it replied, “sorry proceed to manual passport check”.

Ok, no problem. The issue now is there is an insufficient number of people at the manual passport check, and since it seemed the machines weren’t working for anyone this really, really backed up the line.

From what I could tell they are expecting the machines to work, then you could just waltz your way through the secondary automated checking machine. This sounds good in theory, but they should really get the machines working first, or at least have more people available for the manual checks in case the machines don’t work.

Furthermore, and not to get too dramatic, but I don’t think it’s humane or civil to expect everyone to be able to stand for three hours straight. I have no problem with it, but I’m sure a lot of people aren’t able to handle it or it makes them highly uncomfortable. There is also no access to food, water or bathrooms while waiting in line.

Before someone replies with, “well, I just fly on such and such dates and times and no problems so this whole situation is overblown”. To that I would say, easy Tarzan, not everyone is retired or can take off from work whenever they want. Some of us have to travel during the busy times with all the other schmucks.

As for flying into Lisbon, just be warned and prepared that this could happen. Personally I would seriously reconsider flying into the Lisbon airport until they can figure this out. Making people stand for 3+ hours in a line is not sustainable.

I agree with you. It’s not acceptable. The system is not working well at all. Greece has just announced they have suspended it for British passport holders - they’re too worried about the impact on tourism.

Upgraded Points had an article yesterday with reports that AMS, CDG, BER, KRK and yes, LIS had some of the worst problems and lines. Sounds like a few airports it was running much more smoothly including BCN, MAD, CHP, HEL, and ZRH. I had read elsewhere FRA wasn't too bad. So obviously some airports had it figured out and staffed appropriately, others not so much.

Thanks for the article. From what I could tell the root of the problem in Lisbon was that the machines weren’t working for anyone. That meant that they are now sending every passenger to get manually screened by one guy. I’m mentioning because I don’t think it was outlined as a problem in the article. Anyway to solve the problem they can either fix the machines or have more personnel doing the manual check.

Ugh, thanks for the warning! Flying into Lisbon to start the RS Portugal tour in June. Hoping it improves soon. I'll warn my travel companions to pack their patience.

I'm pleased that you addressed an issue that doesn't get mentioned often enough. Yes, these airport problems may be brushed aside by those with sufficient wealth or leisure to time their flights for more favorable occasions, so I'm glad you put in a word for us "schmucks' who don't always have those options.

I'll add that on my Portugal trip last December, when all this was starting, I flew in and out of Porto. It was great -- it was a nice airport, and everything went smoothly; and in a reversal of that usual maxim about getting what you pay for, this flight cost me nearly $300 less that flying into the Lisbon airport, where people were standing around for hours at the same time as I was breezing through the Porto one. I'll admit that my personal experience proves nothing, and also that due to Schengen rules I went through immigration when changing planes in Amsterdam. Still, I saw no evidence of crowds or confusion while strolling so easily through the Porto airport, and so if planning a Portugal trip, flying through Porto may at least be worth looking into.

Worth noting is that people in danger of missing connections got pulled out of line and expedited through. The one case perhaps when you are better off with a connecting flight instead of going direct.

The Travel to Europe mobile application is now available, allowing
pre-registration of travel information prior to arrival in Portugal.
The app allows non-EU travelers to pre-register their passport data
for the Entry/Exit System (EES) before reaching a border crossing
point.

Non-EU nationals can use the app to pre-register their data up to 72
hours prior to entering or leaving a European country.

The app is voluntary and does not replace border checks but makes
border crossing more efficient. Use of the application is optional and
free of charge, and it is available on the App Store and Google Play.

Lisbon Airport (Humberto Delgado Airport) Updates

Due to ongoing renovations at the Humberto Delgado Airport aimed at
improving capacity, passengers should expect delays, especially during
peak travel hours. Travelers are strongly encouraged to allow
additional time for check-in, security screening, and passport
control. Airport staff wearing pink vests are available throughout
the terminal to assist passengers and provide directions.

Recommended actions to take:

Plan to arrive at least 3 hours before your scheduled departure time.

Security screening can take longer than expected and delays at
passport control may cause you to miss your flight.

Be aware that passport control is after the airport shopping area.

U.S. citizens may
use the e-gates for faster passport control, unless traveling with
children, in which case the regular passport control line must be
used.

Consider downloading the “Travel to Europe” mobile app prior to
travel and pre-registering your information up to 72 hours prior to
arrival in Portugal.

Follow all posted instructions at EES kiosks
carefully.

Be prepared for possible delays at passport control,
particularly during peak travel periods.

Allow extra time for arrival
and departure procedures at Lisbon’s Humberto Delgado Airport due to
ongoing renovations and high passenger volumes.

Seek assistance from
airport staff if you need help navigating the terminal.

Installing and filling out the form on the “travel to Europe” app was a complete waste of time. Nobody asked to see it or said anything about it.

It may be the app didn't work for you because you had trouble at the machines. It appears in Portugal the only thing it helps with is the questionnaire are portion of the EES process, this is on the app website:

You can use the Travel to Europe app when entering Sweden, where it
supports passport data, facial image and entry questionnaire and
Portugal, where it supports the entry questionnaire.

Hopefully some of the bumps will smooth out soon. Just in time to add ETIAS. :/

We arrived today April 21 at 10.40. Did not get out of the airport until 2:00. The passport control area was a disaster. Sometimes one machine working other times a few, other times completely by-passing electronic. Representatives were sending people here and there and it was completely out of control. Great way to start a vacation, 3 plus hours in an uncontrolled line. Avoid at all costs until they figure it out.
Won’t be back.
