We did the Treasures of Lisboa Food Tour in May and I highly recommend it. It is not a Fado tour so that may be a deal breaker for you, but if you want a pure food/tour option you should look into it.
If you have a Library or book store nearby, you might have a look at the RS Portugal guidebook as there are suggestions there for Fado places. I don't know if there are any that include both Fado and Tapas? I had supper at the Fado place and then watched the show.
Tapas and Fado is strange! Tapas goes better with Flamenco! Try Spain!
Fado begins quite late at night. However, there is a Fado Museum you can visit if you aren't night owls.
You don't need a tour to hear fado. Pick a fado club from one of your guidebooks, plan to have dinner there, and stay late. Keep in mind that you are paying for both dinner and performances by at least two, and probably more musicians. Expect to pay between 30 and 75 Euros per person. It may be your most memorable experience in Lisbon.
Tapas are a Spanish tradition. You can get small plates in Portuguese restaurants and cafes, but nothing like Spanish tapas.
