Lagos and Algarve, Portugal with wheelchair

Hello!

I am a fairly experienced world traveler, 64 countries. But I am taking on a new adventure. 

I am going to Lagos, Portugal and taking my sister who has had a stroke. She has a wheelchair but she can walk a few steps at a time and go up about 3 stairs, all quite slowly.

I have arranged for her airport transport from Faro and I have found a catamaran cruise that says wheelchair friendly.
But it will be mid April so I doubt swimming. I have read about some beaches that the boardwalks are flat and will make a list of those. 
We have 5 more days to fill and I wonder if I should rent a car to go on some of these little daytrips? And which ones would be best if we will be pushing a wheelchair a good deal of the time?
Also, she loves wine tours and food tours but I can't seem to find any that say handicap friendly so would love some input on that.

I have not been there since 1995 but at that time on the lovely main pedestrian boulevard there was a great British pub that I loved so any names on those would also be great.
