Since you said inexpensive: I accidentally found a place I enjoyed with no cover and reasonably priced drink and food. I think the location is considered Chiado. They are happy to have you come in and watch/listen in hope you may buy a drink or food, but there is no pressure to buy anything. The music starts early in the evenint -- you don't have wait until 10:30 pm or so like in the best known and most popular fado houses. I ended up having dinner because I really enjoyed the show. It is a small restaurant called Labios do Mosto on R. da Oliveira ao Carmo 47-51, a couple blocks from the back of Rossio stations.
I was told that Mesa de Frades in Alfama is best for a professional show.
