We are staying in Lisbon in February 2023. I have a preferred hotel in mind but I am told that the rates for it are not yet available for the new year. Is this common less than 6 months before our trip? Should I attempt to book a new location? Thanks!

That does happen, and sometimes it means there could be a new hotel owner by the new year.
I would suggest booking a cancellable reservation at another property.

It's also possible that some (many?) hotels just haven't set their winter rates yet. At least you know they won't be fully booked for a while.
