We will be spending 2 1/2 days in Lisbon in November. Is it worth getting tickets for a Hop On Hop Off bus tour?

We tried it and it sat in traffic most of the time.

I would get Rick's book and look at the tram tour that he suggests. That's what we did and it worked out very well. I wish I had ridden the trams more just to see the sights!
