Check out guruwalk.com or freetour.com. Suggested tip was at least €10/pp or +/-€5pp/hr depending on the size of the group and the quality of the tour. We ended up not using any guide at all. Good luck.

We recently had a half day walking tour of Lisbon with Filomina Oliveira. Filomena is from Lisbon and was an excellent tour guide. The pride and love she has for Lisbon came through is such a nice way. We were connected with Filomena through Cristina Duarte as Cristina was booked for the day we were in Lisbon. I highly recommend Filomena.
