Can anyone offer advice or suggestions on getting from the Lisbon Airport into downtown Lisbon? The Praca do Comercio area? Is there public transportation or would a taxi be best? Two persons, with luggage. Arriving shortly after noon.

Bus, taxi, Uber - all are reasonable options.
I've taken the bus, with some luggage, mid-day, and it was cheap and easy. I've also taken a taxi at odd hours - more than the bus, but not expensive and more convenient if you have more/larger bags.
We did Uber for 4 effortlessly.
In fact, we used Uber for nearly every trip even though the metro was incredibly clean and reliable. We just enjoyed the above ground tour of the neighborhoods.
I like the metro (subway). Easy and no need to worry about traffic.
When I arrived (early Oct, 2022) there were groups of people everywhere waiting for their overdue Ubers, so I took the metro. The station is in the airport, follow the signs, go downstairs to find the ticket machines on the left.
I used my US credit card to buy my Viva Viagem card there and put 20 Euros on it, which still had money left after my 8 days - I walk a lot.
You can take the red line from the airport to Sao Sebastien station, change to the blue line towards Santa Apolonia and exit at Terreiro do Paco, which is 350m from Praca do Comercio. Check the map to see if other routes/stations would put you closer to your lodging:
we used the Aerobus Blue route. Stops at Praca do Comercio. Our plane arrived same-ish time as yours. It was clean, cheap, fast and safe.
Kathleen - When did you take the Aerobus Blue? Asking, since it was suspended at least for part of 2022. Would be nice if running again.
