Our family of 17 (9 adults, 8 children ranging in age from 16 to 3 years) is planning a trip to Portugal in the summer of 2022. We would like to be in a quiet neighborhood, preferably on a beach with surfing and other water activities. We will have cars so getting around won't be a problem. Our length of stay will be 5-7 days.

We saw some large resorts on the coast north of Lisbon. Is this what you are looking for? You mention water activities. Or are you looking for a charming seaside town with rental homes?

I am headed next week and have heard Cascais is a lively place for a beachside base. Of course you could choose Nazare or Algarve. I'll get back more once I have returned.
