I tried asking the Coimbra tourist bureau, but their posted email address doesn't work.
Google Maps says this elevator (part of Rick Steves' Coimbra Walk) is "temporarily closed."

Based on what I could infer from the smtuc.pt website, elevator works were probably completed on 8 August because the upper parking lot was only closed (for elevator works) until then.
Google translation of the article’s headline: Elevator works close the Market's upper parking lot until August 8th.
When we were there we just walked up the hill. It only took an extra five minutes or so.
