We are flying into Madrid, renting a car and then drive south of Spain over to Portugal up the coast back to Madrid.
Spain doesn't require any kind of test as far as I know.
Will Portugal require a PCR test when we drive across the border from Spain? If so where do I get it?

You won’t need it driving across the border as the border crossings aren’t manned. However, depending on when you are traveling, you may still need one to get into your hotel. But, from what I’m hearing, the hotels are keeping a stock of them to administer on the spot. The farmácias are also selling the self administered ones, if you want to pick up a few.
We are planning on traveling by bus from Spain to Portugal. I contacted the hotel in Portugal, they said all they needed was proof of vaccination. What I’m confused about is the Travel Health Certificate which they say is passenger locator card for Portugal which includes a health declaration form. Does anyone know if this applies to travelers into Portugal by road or is this for travel by air?
