Pre-Covid I have driven in most of those areas and was not aware of any restricted roads as there are in Italy. i will say that the toughest city to drive in and park was Evora because some of the streets were very narrow and had high curbs. Other than Lisbon, parking was a real chore everywhere..

Coimbra has a couple streets that are pedestrian only and the historic center (inside the walls) of Óbidos is pedestrian only. There are free lots in most towns. Fátima has a number of them and there is a large free lot near the monastery in Alcobaca,

As a general rule, assume that historic centers are mostly pedestrian only. Between the pedestrian only areas, one way streets, and a lack of easily recognizable street signs, they are a pain to drive around. When choosing lodging one needs to keep pedestrian only areas in mind if driving.
