Just published - US citizens can still travel to Portugal whether vaccinated or not. A negative PCR or Antigen test still required. This order is good until 16 September but I would be shocked to see it change. For better or worse, Portugal needs your tourist dollars!

DH and I are still hoping for our first visit to start Sept. 21 (plan "today" is for @ 7 weeks). All is booked - except the flights. Now to complete that research.
Thank you kathrynj! We transit through Amsterdam on Sunday to Lisbon. I expect things will be fine doing that, but still holding my breath that the Netherlands doesn't exclude even vaccinated US travelers from transiting.

Going back, we have a flight change in Munich, which makes me a bit nervous. I'm going to see if we can change our layover back to Canada (which was our original layover, and then it was suddenly changed to Munich.....)
Does anyone know if The Binex or Ellume test are accepted for entry to Portugal? Also when it says they must be taken within 72 or 48 hours is that from the arrival time in Portugal or the time your flight leaves the US?
I’m not familiar with the tests you mention. But, I do know the test is 48 hours before you board the flight to Europe - not your arrival.
Netherlands is removing US from Safe Country list on Sep 4. If you are arriving into Netherlands from US, you are exempted from 10 day mandatory quarantine but most complete a quarantine declaration, must stay in the airport and must transfer to another country within 12 hours of arrival.
