We are on the Nieuw Statendam and will be in Lisbon on September 12 from 7am to 4pm. We are looking for a tour of Lisbon that hopefully give us an overview of the city and offer pick up and return to the port. Thanks in advance for any suggestions!

I would grab a cab/Uber or Tuk Tuk and head down to the discovery monument and then head over the Nautical museum. Typically, the Tuk Tuk drivers will give you historical information. From there, head over https://pasteisdebelem.pt for one of their famous pies.

Cruise lines usually offer their own tours that have priority entrance to attractions and they are obligated to bring you back to the ship - that would be my first choice.

The cruise ship tours are fully booked. I'd really like a guided tour that would maximize our time in Lisbon since it is so short.

You could look in to one of the guides that Rick Steves suggests in his guide books. It would be a private tour, so they would make sure you saw the important things in the short time you have.
