I want to know if I book a bus tour to Sintra, Pena, Regaleira, Cabo da Roca & Cascais without buying any tickets, is it worth spendiogn our time on the bus tour? We are not interested in visiting any of the castles from inside and also want to exlcude exterior Pena Palace. Please advise if it makes sense. We want to do the bus tour to avoid taking public transportation by ourselves to these places.
I’m not sure I understand your question about not buying any tickets. Are you just looking for transportation? I would think it unlikely that you can book a bus “tour” and not actually participate in the tour.
From my research, most of the smaller (and probably those larger bus tours) they will include a stop at Pena - even if you don't want to do the inside or outside.
You might want to consider finding a private guide that will tailor a tour to your needs. There are several listed on various Facebook Portugal Forum pages.
