Hi everyone-
My hubby and I are flying in on July 4th, but we have a long layover in Amsterdam. We thought we would go explore there for a bit, but with COVID, I'm not sure if that is allowed/okay? Does anyone have any information about this?

As long as you meet the entry requirements for The Netherlands, you should be fine. The only other thing I can think about is the timing of the covid test to enter Portugal. It's normally 72/24 hours before the 1st leg of the trip. Not sure if you leave air side if anything changes on that.
You might post your question on TripAdvisor under The Netherlands/Schiphol forum. There's a couple of experts on that forum who understand the rules regarding connecting flights thru AMS. I found them helpful before when I had a question related to connecting thru Schiphol to Lisbon.
