I am a US citizen flying to Lisbon from the US later in March. Is a CDC Vaccination Card recognized as a valid vaccination certificate to gain entry into Portugal or do I need to take a COVID test prior?
Based on a recent trip to Italy, I would suggest you check with the airline you are using. They seem to be very up-to-date on what information you need. An airline employee told me that there are large fines for an airline who doesn't check your required documents carefully.
I am flying to Lisbon in April so I have researched this.
Portugal does not accept the CDC card for vaccination proof, so testing is required.
24 hrs before boarding for antigen test or 72 hrs for PCR.
If one had an EU digital certificate or other one would not need to test.
Of course this may change at any time.
Here is the info from the Portugal Tourist Board site as linked from TAP airline.
Mandatory
- A valid vaccination EU Digital COVID Certificate (with a complete vaccination schedule or with a complete vaccination schedule and a vaccine booster)
- Or a valid test or recovery EU Digital COVID Certificate,
- Or a valid vaccination certificate (with a complete vaccination schedule or a vaccine booster) or recovery certificate issued by a third country, under reciprocal conditions: Albania, Andorra, Armenia, Benin, Cabo Verde, El Salvador, Faroe Islands, Georgia, Israel, Iceland, Jordan, Lebanon, Liechtenstein, Moldova, Monaco, Montenegro, Morocco, New Zealand, North Macedonia, Norway, Panama, San Marino, Serbia, Singapore, Switzerland, Taiwan, Thailand, Tunisia, Togo, Turkey, Ukraine, United Arab Emirates, United Kingdom and the Crown Dependencies (Jersey, Guernsey and the Isle of Man), Uruguay, The Vatican (https://ec.europa.eu/info/live-work-travel-eu/coronavirus-response/safe-covid-19-vaccines-europeans/eu-digital-covid-certificate_en),Vaccination certificates are accepted if they consider one of the
vaccines approved in Portugal and according to the terms that you can
consult in "V - ADDITIONAL INFORMATION / Vaccination" at the end of
this page.
- Or a negative RT-PCR Test (or similar NAAT test) - 72h before boarding, or
- Or a negative Laboratorial Rapid Antigen Test - 24h before boarding (according to the European Commission list based on the Council Recommendation of 21 January 2021 + Addendum)
Followup question on type of test: Has anyone entered Portugal using the Abbott "Binax Covid 19 Ag home test" with telemed proctoring?
They are accepted for return to U.S., but it's not clear whether they're accepted by EU for ENTRY to Portugal, so I was wondering if anyone had experience? This test seems to meet the description of acceptable tests on the Portugal/US Embassy website, but on TAP Air Portugal's website it states "Only antigen tests acceptable by the European Union Health Committee are accepted for travel," and I have not found this Abbott specific test on the EU list (which stated it was updated 3/2022).
Since they come in a 6-pack (for $150), it would be easiest and most cost effective to use them, rather than pay an additional $175 pp for a PCR test, but maybe the surest thing is PCR, or maybe to call the embassy??
LinZ,
NO self-tests (even those that are monitored) are accepted for entry to Portugal. They must be performed by the appropriate technician.
We are going in 2 weeks. Because we are transiting through the UK from the US, no test is required.
thenelson5,
I believe that is not accurate. I am copying my post from the other thread. According to the Visit Portugal site, it is the documentation you have, not where you are coming from, that’s important.

<<Please forgive me if I’m wrong, but, if you are from the US, I believe the United agents who said you don’t need a test are wrong. According to the Visit Portugal link I posted above (the government site), If you are flying in to Portugal, it’s not where you are coming from that matters but which documents you have. You must have one of the following:
1) An EU digital COVID certificate (only available to those who received their vaccines within the EU)
Or
2) A valid vaccine card from a third country under reciprocal conditions. The US and Canada are NOT included here
Or
3) A valid test or recovery certificate (as specified above)
This is the government site and, though it may be a little hard to understand, these are the entry requirements for flying into the Portugal for all countries. It’s certainly possible that, due to the airline’s confusion, you’ll still be able to fly to Portugal and have no problem, but right now, these are the requirements. I would make sure to take the tests before leaving.>>
I am flying to Lisbon next week from California.
My confusion for a laboratorial antigen test is the wording for the 24 hours before flight:
24h before boarding (according to the European Commission list based on the Council Recommendation of 21 January 2021 + Addendum)
What exactly does that mean based on the countcil of european commision list? Is there specific labs that aren't accepted. If I go to ie : walgreens or a walk in clinic are they accepted when entering Liisbon, Portugal?
The tourism site is very confusing.
