Are American travelers required to satisfy Covid testing/vaccine requirements for connecting flight countries? I'm flying to Lisbon with a connecting flight through CDG in Paris, and through Amsterdam on the way back home. Do I need to consider France and the Netherlands testing requirements in addition to Portugal?

Yes, some countries have had restrictions for transit passengers. I've found most airports have a helpful page, such as this one for CDG:

Oh wouldn't fast(er) test results be so nice! Though it's all available ... for a price.
Enjoy Lisbon .... I'll be there in July, but connecting in the US for that flight. I've had to do the transit research for an earlier trip to Turkey that connects through Germany.
