My wife and I will be in Lisbon in late August and early September when it will still be hot. Are shorts acceptable during the day? Will I need pants in the evening when going out to eat? My wife will have skirts so she should be OK.

Yes, shorts are fine during the day - and you will need them. For evening, pants are better, if you are going to a nicer restaurant. But, you would likely be ok with shorts to the more casual places.
We were just in Lisbon last week. More people wearing shorts than long pants. What do you mean by "acceptable" -- are you concerned about churches or museums or ?????
Wear whatever you want. Everyone wears shorts now. The myth that Europeans don’t wear shorts is from about 1982….
For women, men or both? Shorts are fine. Those slightly above the knee are better. More conservative for churches is always better. Land's End has some nice chino shorts, and for ladies, their skorts are also nice. Long pants or skirts are appropriate for evening wear.
