Im deciding between this two rental companies. Budget is obviously the cheaper option. Just renting the lowest cost four door car. Has anyone had a bad experience with either? I read that some people are charged for extras they did not sign up for and have a problem getting refunded.

Budget is part of the Avis group so it’s essentially the same company. I’d go with the least expensive.
In all my years of renting vehicles overseas, I’ve never been charged for extras I didn’t agree to. I’ve never been pressured to purchase any coverage I didn’t want. At the rental counter optional coverages may be pointed out. What you do or don’t purchase is up to you and your comfort level.
