My wife and I are in Portugal for a month and have been traveling by train. We would like to rent a car but are not interested in getting the lowest starting price. Just want a fair price and no problems at the end. We are in Porto now. Like this city a lot by the way.
I've always used Auto Europe in Portugal and other European countries. Their website is easy and rates are good. I've always rented before I left for the trip but am assuming you could just as easily reserve a car while there. Auto Europe is a consolidator so you will pick up the car from Europcar - at least that's what I did in May.
I also liked Porto....
Make sure that you get a toll transponder since many of the toll roads have no attendants. I'd also recommend AutoEurope. Porto's a great visit. I'm jealous.

Had an 18 day rental from Sixt for about $100. Yep, you read that correctly. Nice new car. Nice people at the airport. Nice return situation. I was a bit tentative of what my experience might be at that price, but it was good as could be.
Do get the transponder as suggested. To be honest it cost 18.40 euro extra for the 18 days. So I guess the rental was about $121.USD
I would also suggest getting as small a car as you can fit into. The streets in ALL of the cities can be real narrow. Unlike boxing, lead with your nose. It is very common for cars to be parked in one lane of a one-and-half lane street. A small, short car can be a real blessing.
