We are driving into and out of Lisbon in July and require a safe place to park a car in Bairro Alto. Any suggestions?

Rick's book mentions that there are many paid garages charging about €20/day, such as the one at Praca dos Restauradores operated by https://empark.com/en. If that location does not look convenient to your hotel, then I'd ask the hotel or check Google Maps, which does turn up more results for "Parque de estacionamento."
