I have narrowed down 3 star hotels based on location close to transportation, safety, proximity to sites and restaurants, coffee shops. I’m not concerned about breakfast options.

It really depends on whether you would prefer Chiado or Baixa as an area to stay. You will find better restaurants in Chiado but it’s a hilly part of town. Baixa is flat so easier to walk around but in general the restaurants are very touristy and not as good. Both areas connect via the Baixa/Chiado metro station - which is a connection of two different metro lines.
Safety isn’t an issue in either place or in Lisbon in general.
Baixa might be somewhat quieter at night.
I would suggest googling both neighborhoods and see which you like better. Both are good options.

After hours of research I ended up booking at 9Mercy Hotel in Chiado
Any input on good restaurants and quality local coffee shops nearby?
