My husband and I have stayed at both Memmo Aflama, and Casa Balthazar, and I would highly recommend both of them. If you will be traveling in the summer, the Memmo has an amazing rooftop pool and seating/bar area, with wonderful rooftop city views.
We recently stayed at the Hotel Avenida Palace. It’s adjacent to the Rossio train station. Because it is centrally located we walked everywhere. Rick recommends it in his guidebook as a splurge. It was fabulous with white glove service from the moment we arrived. Great breakfast too.
I stayed at the Hotel Santa Justa this past March. Friendly staff and great location. I could walk everywhere.

The one negative for me was the restaurant workers in the area. The workers are out in the middle of the streets, trying to get everyone who walks by to look at their menu and come inside. You can get stopped by 10 different people in the span of 2 minutes. Don’t even try to say, “Sorry, not hungry” because that’s just the opening they are looking for. “Oh that’s ok, come inside, have a coffee.” I found it best to not make eye contact and just ignore them. Every once in a while, I’d say “no thanks.” The key is to keep walking, do not stop.
Despite that, I loved the hotel and plan to stay there again.
