We are taking the RS Portugal tour, then taking a river cruise on the Douro river beginning and ending in Porto. I believe we will need to disembark at 9:00 Am in Porto and our flight isn’t until 4:20 pm that day. We will have all of our bags and it will be on the tail end of our trip so thinking we will be tired (day 25 - of the trip). Any ideas of what we can do until flight and where we can store our luggage?

Use Bounce or Stasher and find a restaurant/bar with outdoor seating and enjoy.

Porto airport is not very big; you can walk from one end to the other in 15 minutes.
I don't know where your tour will end, but if you're a Marriott Bonvoy member you might try contacting the Sheraton Four Points in Matosinhos and seeing if you can let them hold your bags while you walk down to the beach for lunch. That's close to the airport (15-minute cab ride) and a nice beach with multiple places to sit and have a drink.
