US Citizens traveling to Poland

Today I had a rude surprise as my travel agent was trying to buy my train tickets from Berlin to Wroclaw Poland for January 2022.

US citizens must enter Poland by air unless they meet one of the exemptions. I'm posting what my travel agent sent me and I verified on the US Embassy site for Poland. We are now flying to Poland from Berlin and then continuing our trip by train within the country. Wroclaw, Gdansk and Warsaw are the last stops of our 7 week trip from Hungary to Prague, Dresden, Berlin and then Poland. All other arrangements have been paid for so changing to start in Poland is not an option.

Entry and Exit Requirements:
Are U.S. citizens permitted to enter? Yes
Citizens or legal residents of the United States who are traveling on an international flight are permitted to enter Poland. Quarantine Restrictions are still in force (please see Quarantine Information below for more details).

Quarantine Information:
Are U.S. citizens required to quarantine? Yes
All travelers who are permitted to enter Poland must undergo a mandatory 10-day quarantine at their place of stay in Poland, except for people who qualify for one of the following exemptions:
For arrivals from the Schengen Area: travelers who have a negative COVID test result from a test performed in a Schengen Area country within 48 hours prior to arrival
Travelers who are completely vaccinated with a COVID-19 vaccine that is approved for use in the European Union

U.S. citizens traveling by land or sea must qualify for one of the following entry exemptions:

Foreigners who are spouses or children of Polish citizens or remain under the constant care of Polish citizens
Foreigners holding a Karta Polaka (ID card for those with a claim to Polish heritage through ancestry)
Foreigners who have the right of permanent or temporary residence in Poland
Foreigners who are authorized to take up employment under the same rules as Polish citizens, who perform work in Poland, or will present documents showing that they will take up employment immediately after entering Poland, and who are in possession of one of the following:
Work permit
Certification of registration to perform seasonal work
Work contract or statement entrusting a performance of work to a foreigner
Pupils, students, graduate students, and postgraduate students enrolled in Polish educational institutions
Scientists conducting research or developmental work in Poland
Foreigners participating in international sports competitions as a competitor, member of the training staff, doctor, physiotherapist, judge, or accredited journalist
Foreigners who drive a vehicle used to transport goods
Persons with diplomatic status in Poland and members of their families

Good info for multi country US travelers....for now at least, plan to travel to Poland by air, not train or bus. Thanks for sharing your "rude surprise" so that others might be aware.

Wow - I have been looking at Poland for the fall and hadn’t caught that (of course, fall is another whole eon from now). I am glad you were able to find a way to make it work for you!

As far as I'm aware this only applies to the external EU/Schengen border, there are no such restrictions at the internal Schengen borders with Germany, Czech Republic, etc. I believe I saw reports from US citizens crossing into Poland from other Schengen countries with no problems. Check out the Tripadvisor forum - there is much more info there, or contact Polish border guards. The link says clearly external border

Ah, I found an earlier info (19 August 2021) on the Border Guards website which says:

"Since June 13, 2020, there are no border controls at the internal borders with the Republic of Poland. The border can be crossed at any place both in the entry and exit direction from Poland. The restrictions, including restrictions on the entry of foreigners into Poland still apply at the external border."

A.W. thanks for your info. I will feed this back to the travel agent and see where I get. I haven't booked the flight from Berlin to Wroclaw yet so I should be able to get the train ticket instead.

The US Embassy website is much less clear about the difference between the Schengen borders and the external border.

I have no time now to search social media to find out if there are any passport checks on the trains from Germany to Poland, or is it only spot covid-related checks (vaccination certificates, tests, etc) as before. I believe due to the migrant crisis at the Poland-Belarus border, the German side has increased border controls on the roads and trains into Germany, but there is no change (ie. no passport checks) in the other direction.

It is my understanding that it matters not what passport you hold but where you’re coming from when entering Poland. If crossing a Schengen border fully vaccinated, I read from the Polish government website that entry can be via any means. Posts like this, although well-intentioned, can cause unnecessary panic. I have found that the website of the country visited is a much more reliable source if I do than the USEmbassy.

I am planning a trip to Poland in 2023. Hopefully, Covid won't be a problem, but.... Reading the info from the embassy, do I understand that correctly that I can enter by air with a negative test from a Schengen country--but what if I enter from the US? Is a quarantine required for a US citizen--even if I'm fully vaccinated with Moderna?

2023? Don't waste your time trying to understand and follow current rules.

Current status:
As a fully vaccinated American you can enter Poland from any other Schengen country by any transport means (not only by air) and without any tests. You are not subject to any quarantine requirement. Fully vaccinated still means 2 doses and your vaccination proof is valid for a year in Poland, but if all EU countries agree to shorten the validity for the whole block, Poland will shorten it too.

From 15 December 2021 all arrivals from outside the Schengen Area will be required to take a covid test (antigen or PCR) within 24h before arrival in Poland regardless of their vaccination status. Fully vaccinated with a negative test are not required to quarantine on arrival. There is still only basic info in the official sources so I can't post a link. This info is based on a press conference.
