We took an 11 night Norway cruise from Copenhagen that visited six ports in Norway all the way to the North Cape. The cruise was in June and fantastic.
Geiranger, Norway
Arctic Circle (Cruise)
Tromso, Norway
Honningsvag, Norway
Alesund, Norway
Flam, Norway
Stavanger, Norway
Geiranger has the best fjord and also had fantastic mountain scenery.
Honningsvag was our port for the North Cape. We visited the North Cape center, also quaint villages on the ocean. Saw many reindeer and some Sami people. Alesund and Flam we took tours that traversed great mountain scenery and visiting towns and villages. Stavanger we took a fjord cruise that was fantastic.

We had visited Bergen on another cruise a few years ago, which was another very scenic and historical city.
I can't imagine touring Norway in a vehicle with all its mountainous roads. Also, getting to the North Cape via land would almost require traveling to Sweden to avoid all the mountainous terrain.
