According to the Norwegian Consulate in Minneapolis, Norway is close to tourist travel at this time. It may open up as time goes by, but uncertain when. It depends on the rate of Covid infection. Amsterdam is open with covid vaccinations and testing. Had a friend come and go last week, without a problem. Check with each country you want to visit at this time to confirm travel availability, and requirements .

Yup Norway has been closed to American tourists for a long time.
European residents with a digital EU Covid certificate can visit for tourism.

We’d planned a Norway trip for summer 2020, which got sidelined by the Pandemic. Norway was just opened to EU and UK residents. Hopefully Americans will be able to visit before too long. Hopefully conditions will make that possible.
