Hello all,
Going to rent a motorhome in norway in august. Would I be able to dump the waste water and fill up my water tank at gas stations or would I have to go into a campground?

Sorry for the second question. We are also on a budget, so we would to avoid campgrounds and park our motorhome freely overnight. Is that possible as long as our motorhome is not in the way?

Free camping is pretty accepted in Scandinavia. See also Visit Norway's camping page and Rick's camping article and more resources listed on that page. Perhaps your rental agency would know more about the options at service stations.
