On Aug 18 a Sunday I had planned on taking the train Oslo to Voss and hiring a car to drive to Odda where we'll spend three days. I now find that Voss has two car rentals, Hertz and Avis, that are closed on Saturday and Sunday. I can get a bus to Odda but there are no car rentals there. Is my only option to rent the car in Oslo?

This past fall, we rented from Hertz in Bergen on a Saturday, then drove to Voss for a night, about an hour away. We ultimately returned the car back in Bergen, after lots of driving around Norway. Renting in one place and returning at another could be an option, but may come with an extra charge - check and see.
We also took a cheap Norwegian Air flight to go from Bergen to Oslo at the end of the Norway part of the trip.
Contact the two in Voss and ask if one let you rent it on Sunday, maybe by picking it up in a close hotel.
