On almost any cruise line (including the Norwegian Hurtigruten or Havila line) excursions are massively over priced. But there is no rule at all which says you have to take them.
This is quite an interesting itinerary- Rosendal, Olden, Alesund, Svolvaer, Tromso, Honningsvag, Alta, Harstad, Bodo, Trondheim, Kristiansund, Arendal and Skagen (Denmark).
Unlike on the Hurtigruten/Havila you get a decent amount of time in each port.
At all of these ports you can do your own thing way cheaper, also at the smaller ports like Rosendal and Olden there will be local vendors at the dockside waiting to sell you the same thing as the ship's tours (if that's what you want to do), but at a well cheaper rate.
Honningsvag is the one port where a North Cape excursion could be worth it, but only because you don't dock until 2pm for just 6 hours in port- however as you then cruise past the North Cape later that evening I'm not sure even that is needed. If you were docking in the morning local buses do exactly the same thing as a ship's excursion, for a fraction of the price.
This cruise is doing what small ship cruises do really well- showing you different and interesting parts of the country which you would struggle to put together as a coherent trip on your own.
It may be far more than I would pay for a cruise, but I can see the benefits to it.
