I am booking hotels in Oslo, Bergen, and Balestrand and checked out the website rates for Hotel Havnekontoret hotel in Bergen for Thursday and Saturday nights. I didn't see any difference in the rates plus the Internet rates during the third week in August apparently are already sold out! I can get a better rate through Booking.com which is quite disappointing. Has anyone else found rates to be deeply discounted on the weekends or during the summer?

A weekend in August doesn't sound like peak season for business hotels. You can email them at [email protected], which may get you a different response than the web booking. For both Oslo and Bergen, Rick also suggests several locations operated by www.thonhotels.no.
In Balestrand, you may stay in Dragsvik Fjordhotel. This hotel is very cheap, refreshing with quite environment. I'm sure you will love your stay here.
Unlikely to be booked out in August already. They just may not be accepting reservations yet.
