We had a wonderful dinner at Bryggeloftet in August.
I had lunch twice at the small cafe in one of the branches of the KODE art museum. There was one of those free-standing sandwich boards outside. I believe I had the fish soup one day and a fish special the next. The menu is very short, so you might not be lucky enough to find appealing options for two people. The price was excellent for Norway. However, when I Googled to see whether I could find any current information, I was unable to confirm the place still exists--though it may. It seems there's a new cafe at Kode2, though, called Fjak. The company seems to specialize in chocolates and hot chocolate.
I know the Pingvin restaurant has been recommended here, and perhaps also by Rick. There wasn't much of interest to me on the menu. I don't remember what I ordered (perhaps I chose poorly), but the food was just OK. The place wasn't expensive--that's about all I can say in its favor from my perspective. But tastes vary, and I visited Bergen in 2022, so things may have changed.
It's easy to pay a lot of money for bland food in Norway. If bland isn't what you're looking for, I recommend doing some pre-trip research. Two things I found tasty and reasonably priced in multiple places were toast Skagen (an open-faced sandwich with dilled shrimp salad) and smoked fish soup/chowder. Those I would love to have again.
Rick's suggestion for eating out in Norway is to consider spending a bit more, because the base cost of a meal (I guess because of labor rates) is so high. You are likely to get a noticeably better meal if you're willing to spend more.
