If I take the express ferry from Bergen to Balestrand, is there a way to get to Nigardsbreen from Balestrand via public transportation, or do I need to rent a car in Bergen and get to Nigardsbreen via highways and car ferries?

Just for expectation: except roads near Bergen we speak about 1-lane country roads with max speed limit of 80 km/h.
Do you need Nigardsbreen or "just a glacier"? Folgefonna is better in reach from Bergen.
