Apple Problems in Norway

Can anyone offer any suggestion on how we can re-connect with the outside world from our iPhone and-or iPad? We were on the cloud and now we can't connect to anything--no sending no receiving anything.

Hard shutdown. Both exterior buttons at once until shutdown. Restart normally.
